Attorneys warn parents
Local attorneys warn that one must not look at Maryland's Administrative Law Judges for due process hearing. Maryland attorneys say that parents win a disproportionately low number of cases against school systems. Mark Martin, an education attorney from Baltimore who had done a lot of research on the topic, said that one Maryland judge had never ruled against the school systems in almost a dozen cases since 1998. Leslie Seid Margolis, managing attorney at the Maryland Disability Law Center, said parents used to win close to half the cases under that system.
