Municipal Corruption |

Norristown's previous borough manager, who resigned in 2004 under the shadow of a federal inquiry, pleaded guilty yesterday to municipal corruption and tax evasion. Anthony Biondi, 44, admitted to having a business relationship with two contractors that paid him $15,000 at the same time he was awarding them more than $100,000 worth of borough paving and snow-plowing work. The dealings occurred between 2001 and 2004. His plea in U.S. District Court came 24 days after the last mayor he worked under, Ted LeBlanc, was convicted on bribery charges in federal court.
